Regional Councils: Try and Try Again

WXXI's Innovation Trail project presents a special series on New York State's new Regional Economic Development Councils. In part four, Emma Jacobs explains how the idea of regional councils is not new in New York State.

Emma reports that since the days of former Governor Mario Cuomo's councils, every single governor has tried a plan that looks in some part like what current Governor Andrew Cuomo is suggesting.
