Judge Rules City Owes More for Midtown

A judge has ruled the city of Rochester owes nearly $4 million more for the Midtown Plaza properties than it paid when it seized the site under eminent domain.

Mayor Tom Richards says the city is looking at the ruling and will determine the best way to pay for the increase in price.
