According to Pedro Noguera, one of the biggest failings of school reform initiatives nationwide is they ignore the non-academic needs of children -- such as health, nutrition, and housing.  Dr. Noguera, a professor at NYU's Steinhardt School of Culture, Education and Human Development, is speaking to local educators this week.
